Good start; could be better.
I found it much too difficult; too much reliance on doing it JUST right. Heck, I couldn't even get past the second stage--on Easy. The slightest, tiniest bump--and the police would show up. I suggest more of a scale--say a sliding-bar-thing. A tiny knock might be worth twenty percent, a hard jolt eighty, or whatever. Max it out and you get busted. And the thing could slowly tick downwards.
Just a suggestion, but I think it would help the game play.

its too hard, lvls are more tricky to complete than they are fun, very frustrating
