Don't worry too much about what all those other people say. This is truly a work of art.
I think this might be a bug... but, When other nations offer me diplomacy and I accept it (offer, not demand), then they are still able to attack me, while when I offer other nations diplomacy, I am unable to attack them.
Just wondering if this is actually supposed to be like that.
Here is the explanation on the so called flaw.
For diplomacy to get negotiated or settled it takes a turn.
So you offer or get offered. Then there is one turn where its concidered then the next turn its accepted or declined.
This leaves room for really smart moves!

Possibly my favourite game on newgrounds. Played it, beat it, played it again. Once you get used to everything and start playing it's great. Very strategical and the fact that propoganda works all the time is awesome. Absolutely love it - straight 10's.
