I don't think it should pass.
First off, I don't think any video that doesn't employ flash should be counted as flash. I am just critical of the technical details.
Also, it's not good by stop-motion standards.

This sucks. You should a least try to make a preloader or something, like a play button its easy :

Thats all you have to put in a button!
And please put a bit of flash in to it that why Newgrounds is the biggest flash portal!
so that people can put FLASH on it!
