Why turd?
This is an open card. I don't know much about Bill Wray (maybe I've lived too much in a cave- or under a rock), but giving it a bad score for not have a story is bullshit. Maybe the author's description was vague, but I can say for sure that he didn't claim that it was a flash with a story behind it. I suspect the author was trying to get a feeling across. But the pace was too fast to get the melancholic effect the right; which is unfortunate because it was a nice idea.
But on a side note to the author, maybe slowing down the walk speed would have made the flash more dramatic; with more melancholy. And the sound is indeed terrible, it matched the walk, but any slower jazzier tune would have made this a fine lonesome walk across a dark night street. I really redo it. So far, I give it a 2.5/5 rounded off to 3/5. Only 'cuz the walk was tad too fast. A slow steady pace would have made this look nicer.

add more paintings in the same genre to make a longer walk way, add a sad, slow tune to it (make sure it's a good tune, because the music will carry most of this film), let him go slower, so we can actually have a good look at him and realize how sad it is. Change his coat color to match the brown hues all around him, right now he's too... blue... Take the 'happy bill wray day' and also turn it into a more brownish color, you have a great background to work with, play with those browns!
