I have no idea what's going on. This for front page? O_O I give it a moderate rating since you put a decent effort into this.
I suggest you added shades on that character by adjusting the light source, make the outlines curvy using a pen tool without using a mouse (if you have a mouse try going slower to make accurate curves if possible, add in details, and or perhaps find a free drawing program instead of using MS Paint (MS Paint is fine but it doesn't support layers).
Sorry for the long comment but that's my constructive advice.
