I'm going to have to agree with Meatman46 and billa63. Your answer to this problem is to hide and hope that it will not happen again. This is only a short term answer. While fighting a war will be very tragic, and will cost the lives of many good men and women, it will become necessary if diplomatic means fail to bring those responsible to justice.
