I personally like to work using different approaches for every piece because it helps me learn new tricks! When I ink my lines, I use either a) steadtler pigment liners for even, neat lines or b) pentel brush pens for varied thick and thin lines.
In terms of colour, usually I'll shade first with a light, neutral colour. The brighter colours go in later on top of the shades. :)
