Entertaining
The cartoon had many good jokes and decent animation. It wasn't excatly my cup of tea, but I enjoyed it none the less. I expect some extremely good submitions from you in the future as you get more experience animating and writing.
Could use some work...
The only part that really killed it was that stupid "THE CITY OF TOWNSVILLE" line. That could have been left out.

That sound effect was used on some old shareware space fighter aeons ago...when you couldn't afford the upgrade that sound played...you must know it...old school...
