Amusing but not really funny, I guess it's the best you can do with such a mundane subject. I would recommend you add some music and up the overall volume, it's far too quiet.

Oh, it's Canada.
When I saw the title I figured this would be a stupid mockery of Canadians, so I was verry pleasantly suprised that you managed to take something as mundane as a law and turn it into a good flash. I happen to be a dual US/Canadian citizen; it is nice to get an accurate depiction (more or less) of something not involving beer or hockey. Thanks for making my day a bit more cheerful.
