alright, i'll explain since you're such a cutie. Pico is the mascot of the site, and the main character in Tom Fulp's groundbreaking flash game, "Pico's School", which was the most advanced flash game of its time. The black guy is Darnell, another character from the Pico world, and the asian chick is Nene, who is also from Pico's world. And Pico day is a day to celebrate this character, since he's an important part of the NG history, which is why everybody is submitting Pico-themed flash today. I hope that explains.
