What a neighborhood!
The game has a very nice concept and it's fun. I think you should gradually increase the time for each level because like the first level, i felt that it was too long and got a bit bored but then as you advance through the levels, I took my mind off the time.
P.S. That's a nice neighborhood to live in. =p

Lol. I finished the game but I made 0 points because I didn't realise that I should click on the points in the first place ;-D
It could have been a little bit more complex in the later levels.
Some ideas:
* Make several pictures and sounds for a call (but still with the same border color)
* Make separate districts, each with a station. If you put a call not in the corresponding district it can't be reached (or just after some time or with additional costs)

The game was cool, and i think that the edited picture of Naruto is interesting. I could tell right away because i have a original picture as a poster in my room. ROFL
But anyways, great job. Very nice game ^^
