OK but...
Well your animation needs a lot of work. You didn't animate any walking or mouth movements. The penguin simply was moved around on screen. Also, when his head gets blown off, the head segments are just seperated into 3 parts. I think looking at some animation tutorials on Newgrounds could help you out.
