how do you fix the audio sync when its out of time???

I think there are 2 ways to fix the audio sync:
1.Inserting the sound in a movie clip and add it to the flash.
2.Create a blank audio file by recording nothing but silence.When you add that audio file to a blank frame in the flash, the program will think that it's part of the stream audio and will play it through without losing sync.
I've also noticed that audio sync works better in 12 FPS (frames per second),though I could be Wrong.
If anyone else has any more tips on audio synchronization for 20+fps flashes,let me know.
