A for effort!
I love the idea you've got going here. The writing was good, the voices were good (especially Babs), and I liked the little cheesy "invading your PC" joke that I probably should have groaned at but didn't. The graphics... well, they're almost TOO good. For example, your walk cycles and lipsync are top-notch, so when more basic tweens are used, they stick out like a sore thumb. But I understand that, vector-based animation, almost by definition, looks artificial. But nonetheless, I see this cartoon as a big step forward in production values and professionalism.

Great animation that's totally in-line with the original. The jokes were a tad lame, but fitting for the series. Keep it up!

Wow, you don't see any Tiny Toons fan fiction on Newgrounds, good job.
Graphics - Mostly your own, being inspired by the shows drawings and recreating those characters take no points off of graphics - 10
Style - Sadly, I can't rate high for this because you are copying the sillyness and randomness of the cartoon, but you did however perfectly copied their attitudes and personalities. Plucky, being the low and conniving, Hammy being intellectual and always ignorant of the feelings and thoughts of others. Buster being on the procrastinant side, still does his duties with whatever he has in his posession, and Babs disencouraging any illegal of cheating activities, but always adds that bit of whackiness that is needed in this flash. I did notice Monty in the background not doing the test (He is a billionaire, why does he need to go to school?) - 3 - Make some of the jokes your own, anvil on head has been done, and loud noise and jumping is old. Good job simulating those.
Sound - As far as this goes, everything is legible, but voiceovers and lipsyncing could've been improved. Buster and Babs sound fine, as does Hammy, but Plucky's voice sounds remotely nothing like him, I hardly sense a speech impediment in his voice, plus his voice is much lower - 7 - Work on the syncing and try harder on Plucky's voice and I'm sure you'll get a 10 for sound.
Violence - Aside from the silly anvil its virtually nowhere - 2
Interactivity - One word, "Movie" - 0
Humor - Humor made me crack a smile, but that's it. As a kid I loved the humor in Loony Toons, they seem to amuse me to no ends. But now, I seem to find it a bit too random and constant. I enjoy planned out humor with a punchline - 4 - In any way, this is a perfect imitation of the series, just doesn't appeal to me.
Overall GOOD job on the characters, voices, etc... I wish you would make a Pinky and the Brain fanfiction, I still love that humor. I hope to see more submissions by you
