Doesn't make sense
The boy is getting talked to so he wants to shoot everyone...huh? And from what I could gather from the sloppy english at the end sad people have better hearts? I don't get it.

Low Morale, anyone?
It seems like you had some major inspiration from monkeehub's Low Morale cartoons -- the style is almost exactly the same, the only thing that's missing are some floppy heads. If Low Morale was, in fact, your inspiration, perhaps you should state that.
Other than the fact that I've seen this style before, I'd say you did a very good job. I like how you've made the character static while everything else around him changes, but manages to keep the same mood in each new scene.
