Not Bad
I can pick out quite a lot of things that you could do to improve this
Adding voice actors
trying to make the fog seem more consistent
but other than that its pretty good, id like to see where you go with this so better hurry up and make that sequel :)

You really need to get the timings down better, getting the words on and off the screen at the right times instead of just letting them sit there. The plot has a decent start, but if this is an intro you have to throw in some sort of twist: glowing eyes in the bushes, crap like that. I'd touch up the drawings and the text too, the guy was three times the size of his car, and watch for a wayward comma. Good start, but you need a lot of revision to make it great.

Ha, thanks for adding your 2 cents to this i appreciate when people tell me how to improve. But what do you mean he was 3 times the size of his car it looks fine sure its a little out of porportion but he isn't 3 times the size of the car if you can please show me a SS of this and i'll try to fix the problem. The hell?
I was all excited about seeing a flash related to Silent Hill and you didn't do anything with it!
The ONLY original thing in this flash (and barely original at that) is that you named it "Silent Hell".
You changed ONE letter, and then ripped this right from the beginning of SH2. There was no animation even, just text scrolling.
If you're trying to make it original, then make it original. Come up with a decent name, and stop ripping stuff from games that got it right. If not then state that this is simply a tribute to SH2 and that's all. Even then, it's pretty boring to watch for anyone who has played the game(s).
