There is a card like that but its not called The Breaking the Rule card. It called The rule maker. This card can make up rule for the whole game make up any rule you like or effects each turn doesn't matter what the rule is (I have this card no joke! and I haven't lose a single duel yet).

I never even saw the movie but that was wrong, destroying all the rules of Yugi-Oh. But it was funny. Also were you sucking air out of ballons,cause you sounded like you were.
