I could totally see someone useing that as a science project and getting an A! Nice work it was really well done. I liked the effect you used to make it old fashion but maybe you shoul dhave made it in black and white instead? I don't know, but it was great!
Wasn't very original
First off, it was oddly similar to "About Random Battles" by Legendaryfrog. The voice acting was horrid, you need to get someone else to do your voicing. It wasn't funny and had no music. Music makes flashes better, in most cases. Overall, try a little harder next time (music, voice, and humor)

Second of all, the lil subliminal messages that you tried to hide in there are dumb..."Vote for Bush!", they say, even though the fucker already won and he's serving his final term. If you want this to have any chance at flying, remove the political bullshit, and it might have a small chance of staying on NG. And yes, i know you don't care if it gets blammed or not, but i do, cause i hate to see that someone has spent god knows how much money on flash, and dick around with it like that, chances are, if you have the balls to send in this piece of shit, you're either using the free 30-day trial of flash, or you downloaded it illegaly off of the internet, or some sort of p2p file "sharing" bullshit. ROFL! I LOVE all your hidden "Vote 4 Bush" things.
And kudos to pulling off a VERY convincing Legendary-Frog voice-over. The animation on Billy is a bit choppy, but I think that's due to the fact you only had 12 frames per second. Just adding a few more inbetweens would suffice. Otherwise, this was quite good, especially for a science project O_o
