Holy shit. I remember this but I had no idea it was made so long ago - before the 9/11 attack, no less!!
I think the animation is made funnier by the lack of voice acting and bad animation/graphics, but to be fair they also decrease the quality of it as a whole. It's not nearly as smooth as other chain reaction animations like Safety at Work. That being said, it's still pretty funny.

Though quite considerably exaggerated, quite original nonetheless. Though a well meaning animation, I think that maybe a "No Littering" sign might be more effective.
