The writing for this movie was spot on; funny, without digging itself into the bottomless depths of puerile humor most of the other flashes with comic aspirations bury themselves in.
Wit and timing...the makings of greatness.
If the animation quality were to catch up to the dialogue, beautiful things would happen.
One other minor gripe: the intro music. Please douse it in pitch, let it burn, then render it unto the very bowels of Hades.

I wish Billy luck in his goal, as he's got some biiig shoes to fill. If he really wishes to be the *maddest* of scientists, he'd best start testing everything that he produces by injecting it into his pineal gland. Because when it comes to mad science, that's the money gland, my friend.
