Not Great, But I Have Seen Worse...
The characters looked really stiff, like they were obviously put in, and there wasn't much background-wise. Granted, this was his first try at any Flash period, so that can't be a huge gripe. I don't watch DBZ though, so I didn't get the joke at all.

Well, if you want to know how to improve this, add some sound, don't just make everyone float around..and yeah...like when he goes, "Kamehameha!" you could throw in a wav of someone yelling that (shouldn't be hard to find).
You could have done better just drawing it.
Very bland. I know its your first one, but cripes! Put more effort into anything you put on here.

It's kind of funny when the skull dude takes his beer and that the E is changed to a B, but it could be longer, though, and MegaMan dosen't drink beer, and even if he did, he's not old enough, I mean, he's 10!
Give it some effort next time...
You could honestly do a hell of a lot better. It's a funny concept, but the delivery was terrible.
