Let's look at this from both sides.
GOOD:
Semi-original plot line.
All hand-drawn.
Plenty of action.
BAD:
Graphics not great.
No sound, just music.
Overkill with the blood.
What kind of soldier would blow up the entire building to try and kill something? (ok, ok, i KNOW it's just a cartoon).
Look, the point is, it has potential, but as it stands, i don't see how it got to first place. I think it could be a lot better. Still, i'm glad to see the originality, so keep working at things!

It seems to me you spent more time drawing the blood then you did the backgrounds and animation
