Although it was badly animated, these days bad animation doesn't seem to matter. Good anyway.

I was confused if ment to be serous or funny. The story made sense, just the jokes were not funny if ment to be jokes. Cops probally do molest inmates but the ass joke was not funny the way you did it.
A few edits, making it more serous or more humorous will help allot. Doing both half way just did not work.

You can use the program, but you can't make a movie. Lack a humor, plot, style, and skill hinder this 'animation' a lot. In fear that I would have missed something key to 'getting' this flash movie I look at what else you've created. However I missed nothing of value or importance. Sorry. I give you an "E" for effort, but a "3" for crap. This isn't a put down. Keep working on you skills in Flash and develop a better style through basic drawing skills. Then you'll be half way done to becoming a decent animator. Good luck.
