Left some to be desired, but I'm voting 5 anyway.
It is rare that a submission to Newgrounds can capture a viewer's attention and hold it for that length of time. This strikes me as the work of an amateur professional, whcih doesn't really make sense. However, the animation was good, but I would have liked to see some hardcore frame-by-frame. The art was good, it looked Flash-y. And I liked the focus blur thing you did in a few scenes (The only specific one I can remember is the bit introducing Roma, and just before that, when Amano got knocked out.) but I don't think pixellizing it was the way to go. I'd use a Blur effect (In IrfanView, Photoshop, whatever you have should do it) and save it in a higher-quality format, like .png or .gif. I also especially liked the bit where the cop 'tested' the Xunmato. The effects with the sword were superb.
The voice acting was fair (I really liked Roma's) but there are only so many unique voices that one person can do. I'd suggest enlisting the help of friends, family, seasoned professionals, etc. I also didn't really much like the voice of the big guy with minigun, who's name I forget. It seemed too deep, too exaggerated. You must have used some deepening effect, like slowing it down or something. I think it would be fine, if it wasn't quite so low-pitched. But I generally liked the voice acting, it really showed that you were voicing YOUR OWN characters, cause it all fit together nicely.
So in closing, I'm normally anti-anime, I really don't care for it much. But I really liked this, maybe it was just because of its personal touch. However, I'd watch it again, and I'd watch future episodes-- that's saying something. So you'd better appreciate it, or I'll burn down one anime store (or section of a store that is dedicated to anime, provided the store itself doesn't sell anime products exclusively) for every anime flash movie that I find on Newgrounds.
