It is a subversion of Aesop's fable, The Tortoise and the Hare, in which the tortoise wins a race between the two by being slow and steady, while the naturally speedier hare gets cocky and ends up losing.
Here, we see the hare "winning" by eating said tortoise rather than competing in the traditional running race at all, whilst also lightly referencing one of Charlie Sheen's now ubiquitous catchphrases.

I think this has to do with that story about the tortoise and the hare, teaching about taking your time and not to rush things and be overconfident.
