a good strategy againt ruby is to enter the fight with 2 charecters KO'ed and to revive them during the battle, emerald is easy if u KOTR you team with reflect cast on them.ALL+reflect And KOTR max will easily handle the fight especially now that his his attack does only 3333

To answer the question, because it _can_ be answered...sort of
Emerald is stronger in terms of raw power, particularly if you fall badly foul of Aire Tam Storm (notice you spelt it wrong; Aire Tam is Materia reversed, in the game it does 1111 x number of materia equipped)
But Ruby uses sneaky attacks like the quicksand, status attacks, and counter attacking, making him possibly harder to defeat; you can't simply mime W-KOTR like you can with Emerald.
that's the only way...
what's better to discover the stronger monster than to make them remove each others more vital parts?
answer: none. there is no better way.
