Crudely drawn animation a la early South Park, good reminder of the crazy amount of fear around Y2K.
How did he know it were 38 one hunderd dollar bills? You can't see that from such a distance. Unless he stood there for quite a while counting the bills from a distance, or maybe he put those dollar bills there beforehand so he already knew it were 38? That bit needed to be explained a bit more i think.
Little mistakes like that distracts me from the main story and also confuse me a bit. So try to be a little more detailed next time.
