This game was made as an entry for Ludum Dare MiniLD 70, with theme no randomness.

In a series of levels increasing in difficulty, find out how to beat each of them and get the best score possible. At first observe how cities behave in different states and how they affect each other. Find a solution to different layouts in all levels to achieve highest scores.
