I can see your approach was to be random and out of control to be funny. But it just didn't work very well. I know comedy is subjective but I personally did not find this funny except maybe the last part which was because of the manly-woman voice but even that couldn't redeem the entire cartoon.
The animation wasn't good either especially the dinosaur part which kept repeating the same motions and the lip sync was off most of the time. It seems it was all comprised of symbols and just used motion tweens for them. There are other animators who do this but they are able to ull it off and make it look good. You are on the right track but it looks kinda lazy.
On the bright side it was colorful and the audio wasn't shit. The song wasn't bad either and your drawing style looks nice as well.
