For the type of genre this animation had, the music felt unfitting. Most of the time in scenes like this, no music is played or dark, quiet music that doesn't get in the way is played to convey tension. Also, the music sometimes stopped and resumed instead of playing smoothly as if it was in installments or something. I noticed this only happens when there are different camera angles, so if you ever write anything that calls for lots of camera angles, your audio is screwed.
There was no voice acting. Lack of voicing is a problem if you're trying to create an enthralling story. Even if you aren't a good voice actor, there are tons of good voice actors who have actually formed communities to provide voices for animations like this, such as the Voice Acting Club or voiceacting.proboards.com.
Usually, without voice acting, lip syncing won't be a problem because any significant off-timed mouth movements would be overlooked considering the focus is on the speech bubble. Though this was just one mouth drawing overlapped over a closed mouth repeatedly.
Although the characters didn't look very good, some shots like the shot of the city were well-animated and actually looked pretty good.

which brings me to my next point: the characters. their anatomy is strange, really and their facial expressions hardly ever change. sometimes the characters aren't even making eye contact with other characers, such as right in the beginning and their faces look super-generic.
and that camera angle with the two men when he says "No prints or DNA were found," is just basically messed up like the camera is going all over the place.
