Varp and Virk are two policemen in East-Germany. Virk who hates socialism tricks Varp and arrests him for anti-state thoughts, although Varp loves East-Germany, and the person who should be in jail is Virk, because he arrests innocents.
This movie shows that there are good and bad people everywhere. One should never claim all people from one group or organisation to be either bad or good. Usually there are both kinds of people in each group!
