Why don't you take an art course? My high school art teacher sucked ass at teaching, but a dedicated art teacher can make a big difference... I think (I was never good at classroom learning, I'm a bit of a contrarian and independent minded learner).

First, I think, you should ask yourself what your objectives are for your art, what you want to achieve.

Too bad you cant join the chat... lets see now: pencils are classed in H(ard), B(lack) and F(ine point). The bigger the number before the letter the stronger it is; so 2B is slightly black, and 8B is very black. HB is inbetween; its the famous #2 pencil in the US system.
Black pencils are usefull for shading dark areas, hard pencils are used for lines, small details and if you want to for light shading, although it will be hard to get evenly shaded areas with them.
Ive never come across a Fine Point pencil that I know of, but its mildly harder than the HB
Pencils that are harder than 4h are gonna be very hard to work with on paper, thats probably why 4h is the hardest in your set.

What I suggest you do with em: give them all a try, see for yourself what the diferences are. try making some solids, gradients, lines, etc... after you are comfortable with em you should probably just start drawing. Try to draw shades rather than shapes.

Wow... just wow... Either way it's a start. Like all the everyone else, I would say just try them out. DO a doodle with each one and see how you like the feel. ...and I guess I should toss out some tutorials like everyone else as well :P Here is Drawspace it has a lot of tutorials, all at different levels. I may do things a little differently than some that I have read, but they have some decent information...
Pretty much all my art teachers said never go above a 4H... but I went out to specifically find the hardest pencil I could, and yes I found a 9H... it was just originally an intent to just mess with my teachers, but to be honest I fell in love with it o.o...... :'(... I should get some more again...
