Usually when a rash occurs, it is dry skin that is irratated, and manipulation of the affected area (Ice, cold water, scratching etc) irratates it more.
This will help i promise: First off, get a damp washcloth, with cold water, and gently, soak your testicles for a few seconds, until some of the pain subsides. Next, apply a think layer of Petrleum Jelly (Vasaline) to the affected area. This will work, vasaline does wonders for dry skin. And avoid contact with clothing for a little while.
