There's no points to be had if you are flagging things from 2001-2003 because we didn't even have review guidelines back than, and most of the people haven't even been around in years.
best bet, look for things in the last year or so. if it wasn't made in the last year or so, it may be even riskier to flag it, especially if it's not obvious abuse.
