Now that a link has been provided to the Evolution thread, this one has passed it's expirary date.
The NG rules are in place to stop people putting NSFW material (without relevant warnings) on various parts of the site where it isn't welcome. Being a site which doesn't monitor all content before it is made publically viewable, some things slip through, such as links to meat spin in sigs and pornographic flash submissions.
If you are in the situation where you will be executed in a painful fashion after being tortured for 54 days for allowing a nude breast to grace your computer screen, you should probably just avoid coming to Newgrounds altogether, just to be on the safe side.
You should maybe even consider just skipping the internet full stop.

If an icon contained adult content, they would see it no matter what... So yeah, I think icons should be suitable for all.

We have icon moderators on this site. They are given the grave task of eliminating troublesome icons.
Also, I severely doubt a 3 year old (and even a 5 year old) would be able to recognise whats going on in a tiny NSFW submission icon; and if they could, then it's probably too late to be worrying about your involvement in their moral downfall.
