I was wondering what they mean by that. A friend who is not a part of Newgrounds is making the music for my current game. It doesn't really have a copyright because it is freshly made. Would that be a problem? If so, would putting the tracks on Newgrounds solve that?

Nope, that's perfectly fine. What you can't use for music here is any kind of music you can buy in a store and of course, another user's music without their permission. Basically, don't use any music that you had no part in creating or took without permission. Don't do these things and you'll be fine.
