I installed the newest drivers, I did almost everything and when I go to open the Nvidia Control panel it says "You are not currently using a display attached to an NVIDIA GPU" Device manager shows my video card, but dxdiag doesn't.

Have you connected your monitor to the graphics card you installed? Are you sure it is that graphics card and not an on-board graphics card? Are you sure the graphics card is correctly seated in the slot?

When you find your video card in the device manager, is it listed as an NVIDIA or something else?

There are two monitor slots and one of them won't work for my monitor, it didn't fit.

"There are" = where are? On your graphics card?
"monitor slots" = What? DVI? VGA? DisplayPort? Thunderbolt? HDMI?
"won't work" = what? Broken? Not functional when connected? Not the right connector? Monitor not set to correct input?
"my monitor" = what monitor? Do you know the model?
Vague descriptions of the problem aren't just doing you a disservice, they make it impossible to figure out what is going wrong.
Solutions: If your graphics card only has DVI slots, but you only have Display Port cables, you need an adapter. If your monitor has a port that matches the port on your graphics card, you should instead go and buy that cable. Google a guide on how to tell the difference between the different type of display protocols/ports. Knowing your exact graphics card will likely tell you what slots are on it, as well as knowing your exact monitor telling you what it supports.
I'm only inferring, but it sounds like you haven't connected the monitor properly to the new graphics card, so the new graphics card is not driving your video out to your monitor.

I used to have an nvidia gpu that needed a converter piece in order for me to utilize the second output port...
It seems as if you may have your monitor plugged into the wrong port.... (the onboard graphics port)
Use the other port that is on the back of your machine (the one attatched to your gpu) .... and if yoou want to run dual monitors, you will probably need a converter piece for the second monitor if it doesnt fit.
Either way.... both monitors must be plugged into the gpu... and you need to have nothing plugged into the motherboard.
