Looks like Flash Puppets are basically just animated characters? Yes, you can make them in Flash 8. MCs and motion tweens work there too, though you won't be able to import a source file from a newer version of Flash into Flash 8, if that's what you're asking. They're backward-compatible, but not vice-versa.
