As far as being a "better" member, I wouldn't know how to say. What I would suggest is, participate in art forum events and contests. Go to the art portal and vote on submissions and don't forget to leave a comment or critique. Show other people online that you have the same kind of passion that they have.

If you want to be a member of the art portal you need to be scouted. You need 4 pieces of art submitted before someone can scout you, and they should be good enough so people offer a scout invite.
