Been out of game development a while here. Wondering if there are any upsides to uploading HTML5 games over Flash to Newgrounds?

More people have access to the games, but html5 isn't the most reliable. Flash lets you use MP3 audio legally, you can't otherwise.

I believe MSGHero is referring to OpenFL's support for MP3 with HTML5, which is also what I'm using.

Ah, okay. I wasn't aware of the draconian licensing (I never use MP3 for anything I develop) but that makes sense. Not that it would likely ever be an issue for non-commercial games, nor is it difficult to use an alternative, such as OGG—there isn't any real objective benefit to using MP3 nowadays.
