I've been wanting to make art on PC and I've been wondering what is a good software and hardware to use? I'm a decent artist looking to improve and I really want to start making digital art. What are some good brands?

Wacom is industry standard and I highly recommend them. As a first tablet, I'd buy the intuos pro medium. It is rather pricey compared to the lower tier models, however, if you plan on doing this as work in the future. See this as a future investment!
Theres actually a lot of good programs infact I use to use paint shop pro back in the day and you could probably find it free out there these days.
