Actually it makes sense and I don't think it's meant to be a joke.
The implication is perhaps an autistic child may not be as aware of danger in their surroundings as another child their age. So perhaps they might just wander into the street without even thinking about it, or something like that.

Somehow, this seems to remind me of a Family Guy episode where they put a caution sign of Peter Griffith chasing a ball because of his retardation.
