I accidentally recommended someone for the art portal, and I wanted to know if I could unreccomend the person, as they really didn't have quality art. Is there any particular mod or mods that I should/can contact?

If the person doesn't have quality art, they shouldn't get scouted anyway, unless someone feels the urge to be castrated or is just plain out of their mind.

I wouldn't worry about it. Apart from what damnedbyfate said, there are no repercussions for making crappy recommendations - it only makes the artist higher up on the recommended artist list.
