So God knows how old this is. The bag was sealed I guess he used the lighter to melt the top together...It had a shit ton of dust on the bag...I couldn't recognize it until I cleared the bag up... Is it smoke able? Is it like wine,the older it is, the better?

20+ years is by far unprecedented in my experience. As long as it's kept in the dark and is already fairly dry when stored, all that happens over a several month period is that it'll go very, very dry and start losing potency. I have no idea about 20+ year old bag, but I'd imagine it wouldn't do too much for you and would crumble like dust.
That being said, it might taste like ass but as long as it's not moldy or anything it shouldn't kill you.

Btw, I was finding before long times also from my dead uncle his really old tobacco cigars, but, looks okay, and have smoke that.
Absolutely no negatives experiences. Same so with old alcohol, if the bottle is good and she was really good closed.

It was stuffed behind a porcelain statue. Pretty dark,the statues been in the closet of my room, which is always fairly cool all year round. If you see in the picture, it hasn't turned into dust and has some shape left.
