I believe you have to kill the Hipster 100 times to have the gate open next to the billboard. That's supposedly how you do it.

You know where that big billboard is on the left building, with the hamburger dude poster ((some creeper is taking pics of a girl inside the building))
Go on top of the building, to the left is a silver walkway , get a running jump onto it and keep walking left, you'll get it then
