You could try different browsers or it could be a problem with your computer. Can't help you much there

Maybe if you provided any useful (specific) information we could troubleshoot your problem. If you reboot your windows machine and this persists:
1.) Update your video card drivers
2.) Confirm that your monitor is properly connected to your graphics card
3.) Run hardware diagnostics to discount failing hardware
If you reboot your OSX machine and the issue persists:
1.) Run 'Verify Permissions and Repair' from Disk Utility
2.) Confirm that your monitor is properly connected to your graphics card
3.) Run hardware diagnostics to discount failing hardware
This is assuming that you aren't attempting to access youtube with a mobile platform of some kind.
