Remixes containing original stems (such as vocal recordings) that are not recorded by you are not allowed if they are copyrighted (e.g. Katy Perry's songs, or Led Zeppelin's songs etc).
Due to the nature of the Creative Commons license (meaning that everyone can use work under the CC license for whatever they want, unless indicated otherwise)* all songs submitted to Newgrounds fall under, copyrighted material would essentially become Creative Commons if it were uploaded to Newgrounds.
If you sell a hot track and you copyright it to avoid theft, and someone takes your copyrighted vocals and uploads to Newgrounds, this could give everyone to right to use your vocals, without needing to ask you for permission. This is extremely unfair and you can see how this is illegal and could become a major problem. Hence, the audio moderators have to be strict to avoid Newgrounds getting into trouble.
However, your intention is to pay a tribute to a Newgrounds artist. If the song you want to cover/remix is uploaded to Newgrounds, that means it falls under the Creative Commons license. Therefore, you can legally remix, cover and do whatever you want with it, and upload to Newgrounds.
It is always good practice to contact the original author (if they can be contacted), and ask for permission, even though it is not a legal requirement.
*Indicated otherwise meaning indicated by Newgrounds, NOT the author's comments upon submission. I have attached the other licensing terms of Newgrounds in a picture below, which are very straight forward.
1) ALWAYS give credit to the original author (in the comments should be fine).
2) NEVER make money off your music where you have used somebody else's work (including but not restricted to stems/original recordings; this includes lyrics, melodies etc.), UNLESS you gain express permission.
3) IF you use or build upon another author's work (such as a remix or cover), you may only submit to a website that has the identical terms (such as Newgrounds, obviously).
When referring to other author's works in the points above, it refers to authors and their work hosted on Newgrounds. Works hosted on other websites and other mediums may be subject to different terms.
If Back-From-Purgatory says you may not submit a remix of a track, that has been submitted to Newgrounds, to Newgrounds, then maybe Newgrounds has some more terms I am unaware of, but it is 100% legal to remix work that has been hosted on Newgrounds, provided you upload to Newgrounds and only websites that have identical licensing terms to Newgrounds.
