I've just started learning AS3 and have pushed out all of what little knowledge i had of AS2 but i'm sure its possibe.
For drag and drop i guess you could set up the board with objects that rest at the location you want your pieces to go. Then hitTest them with the piece you're dragging and snap to location by setting the item you dragging to the x, y location of the position object. It should snap to location like old windows chess.
if you need to give it a command, in AS3, you could just code tween to location object; in AS2 i guess you could measure your board and spaces out, then set up move commands (moveN();, moveS(); moveW(); moveE(); moveNW()...) that move set number of pixles.
I'm not sure though I'm new also, these are just some ideas.
