Hi. I'm just wondering in your opinion is the best software for creating decent and realistic backgrounds, the reason I all is because I can never make a good background using the tools in flash.

Photoshop or paint tool SAI
I suggest trying toon boom. That's what I use. I design backgrounds in photoshop then import it in toonboom, and its perfect. exactly how I want it to be.
