Background Help

Hi, I need a background created something like the one shown in this video

I was wondering if anyone knew what these types of backgrounds are called and if they know of any pre made ones.
I can create something like this however the quality looks like shit. If someone out theres know how to make something like that I'd like to chat with you for a few minutes.

In flash:
Create a layer, make a rectangle the size of your stage.
Fill in the stage with a radiant : Like Dark:Normal:Dark
Convert it to a symbol(movie Clip)
In the symbol draw circles(More longer than wide)
:You may tween the circles going what ever way you want for a motion like thing...
go out of the symbol and add some filters to that shit
Add a blur : Blur X:10/ Blur Y:50 (play around to your liking)

and you are done and it should look around like this
